In the process of marketization of domestic waste incinerator treatment, only by considering and grasping the characteristics and main problems of the project, clarifying the rights and obligations of both parties, straightening out the interests of the owner and the investor, and promoting the enterprise to actively tap the potential and increase efficiency while reducing the burden, can the successful operation of the marketization of domestic waste incineration treatment be guaranteed.
With the rapid development of China's economy, the continuous acceleration of urbanization process, and the increasing improvement of people's living standards, the disposal of domestic waste has begun to become a major problem that local governments urgently need to solve. China produces nearly 150 million tons of municipal waste every year, and the cumulative stock of municipal solid waste has reached 7 billion tons.
These accumulated garbage occupy a large amount of land resources, and if not properly protected, they will also produce landfill leachate and toxic gases, and further pollute the surrounding water bodies and the environment, affecting the normal production and life of nearby residents, and endangering the physical and mental health of residents. Therefore, how to deal with domestic garbage scientifically, safely and standardly, has become an urgent and acute problem. At present, there are various ways to dispose of domestic waste, mainly including sanitary landfill, sorting, composting, incineration, etc. Waste incineration has become the main development direction of China's waste treatment in the future, and it has obvious advantages in harmlessness, reduction, and recycling.
Due to the relatively high initial investment and operating costs of waste incineration treatment, which is a huge obstacle to the investment and operation of such projects, local governments are actively using market-oriented means to attract investment, build waste incineration treatment plants in BOT mode, scientifically use project funds and reasonably allocate project risks, but some key elements are directly related to the success or failure of the market-oriented operation of incineration treatment projects, and should be focused on research and high attention. Dayue has successfully operated a number of waste treatment projects in Beijing, Hangzhou, Changsha, Dalian, Weihai, Zhuhai and other cities. Successfully run a waste disposal project, solve some project-related problems and propose actionable solutions. Here are a few points that summarize the core issues.
1. Determination of the amount of domestic garbage disposal. The amount of waste disposed of is the primary criterion for locking in investment and stable operations. Only by verifying the accurate actual amount of waste produced per day and scientifically predicting the growth rate can the investment amount be reasonably and accurately calculated and the space reserved for the future, and the current goals and future direction of the project can be clarified. If the estimated amount of garbage is lower than the actual amount, it will cause some garbage to be untreatable, insufficient reserved storage space, occupy a large amount of unplanned land, and reduce the actual expectation of incineration projects. A high amount of waste will increase the initial investment cost, resulting in wasted investment, as well as increasing the cost of disposal and may lead to some idle equipment.
2. Determination of the calorific value of garbage. The calorific value of waste is one of the key factors in the operation of incineration projects, which determines the output ratio of outputs and directly affects the income of the project company. The higher the calorific value of waste, the higher the output ratio, and the higher the resource utilization income of the project company, which reduces the cost of government subsidies. Considering the current increase in the price of commonly used accelerants such as coal and diesel, the grate furnace process is generally used in the newly built waste incineration equipment in China, and the calorific value of the waste is generally required to be more than 4200kJ/kg. China has a vast territory, the economic development is quite different, the water content of garbage in the south is higher, the ash content of garbage in the north is higher, and different seasons will also have an impact on the calorific value of garbage, so it is necessary to detect the calorific value and composition of garbage for a certain period of time before market-oriented operation.
3. Output prices. Domestic waste incineration can be used for power generation and heating, because steam is mostly used for industrial areas and residential heating, by the urban layout and seasonal restrictions, so most of the domestic projects are incineration power generation, except for part of the self-use after power generation on the grid, this part of the income is the main source of income for waste incineration enterprises.
4. Treatment of slag and fly ash. In the process of incineration, domestic waste will produce a certain proportion of slag and fly ash. The slag treatment is relatively simple, it can be directly sent to the landfill for landfill, and it can also be comprehensively utilized, such as making bricks with slag. Fly ash contains a lot of heavy metals, and many substances have poor stability, which is easy to transform into heavy pollutants, and the treatment is relatively complex. Generally, cement is used to solidify with chelating agent and sent to the general landfill for landfill after passing the test, otherwise it needs to be sent to the hazardous waste landfill for landfill.
5. Landfill leachate treatment. In order to reduce the moisture content of garbage and improve the calorific value and incineration utilization rate of garbage before incineration, the garbage must be accumulated and filtered in the garbage storage tank before incineration.
Therefore, it is generally believed that about 20%%~30%% landfill leachate will be generated. These landfill leachates are not only seriously polluting, but also have high treatment costs, so it is necessary to clarify the treatment responsibilities and scope of both parties in the operation of market-oriented projects.
6. Determination of standards and preparation for changes. There are multiple regulations and norms involved in the waste incineration process, and strict control scope and limited space must be proposed before it is marketed. Especially with the continuous improvement of environmental protection requirements and residents' environmental awareness, various environmental protection standards are also constantly improving.
