In response to the problem of poor quality of garbage and the difficulty of incineration, a double-layer grate (a strong burning coal seam on the lower grate) was adopted, and then in 1884, an attempt was made to co-burn the garbage with coal to improve the combustion characteristics of garbage fuel. However, neither attempt yielded satisfactory results, and the low chimney caused the nearby environment to be polluted by irritating fumes. Waste incineration is suitable for domestic waste, medical waste, general industrial waste (general industrial waste adopts high-temperature combustion, secondary oxygenation, automatic slag discharge high-tech measures to meet the monitoring requirements of sewage discharge), etc.

Compared with landfill and composting, waste incineration is more land-efficient and does not cause surface water and groundwater pollution. With the acceleration of urbanization and the near-limit of construction land indicators, waste incineration has gradually become a realistic choice for large and medium-sized cities in the central and eastern regions with dense population, land shortage and garbage siege.
